PECR

The rules on cookies and marketing messages.

UPDATED 3 SEPTEMBER 2026

What is PECR?

PECR (the Privacy and Electronic Communications Regulations) are the UK rules that sit beside GDPR and cover two things a small business meets constantly: cookies, which need consent unless strictly necessary, and marketing by email, text or automated call, which needs consent or an existing customer relationship.

What it means for a small service business

This is the law the cookie bar exists for, and the reason a cold marketing email to a sole trader is not allowed while one to a limited company is. It is also why Sydex’s own outreach rules are written the way they are.

Does your business need to do anything about PECR?

Yes if you track visitors or send marketing. Both are common and both are usually done wrong.
