What is Bounce rate?

Bounce rate is the share of visits where the person looked at one page and left without clicking anything else. GA4 has replaced it with "engagement rate", the share who stayed, scrolled or clicked. High bounce is normal for a page that answers a question completely.

What it means for a small service business

It is quoted at owners as if it were a verdict. It is not. A buyer who lands on your prices page, reads it and rings you has "bounced". Look at enquiries, not this.

Does your business need to do anything about Bounce rate?

No. Ignore it unless someone is using it to sell you something.
